The Department of Industry has released the issues paper that outlines the scope of the Energy White Paper to be released by September 2014. A green paper is due by May 2014. They are looking for comment on the scope outlined in the Issues Paper. The most interesting thing is they are finally including Nucelar Power (GW and SMR scale) in the section on alternative energy under low carbon technologies. It's being grouped with other low carbon generation sources. This isn't going to be another dismissive breakout box paragraph like the last White Paper. ewp.industry.gov.au/Enjoy!

The form for you, me, Jo Public or Bigger Institutions to make comments is remarkably easy to fill in : ewp.industry.gov.au/documents/submission-formFor the same reason, it will probably attract a flood of half-baked commentary, so there would have to be something in style or content to make one's submission attract a reader's attention. What would that best be?

Clear concise arguments supported by numbers that are easy to comprehend. Proper paragraph spacings, formal letter style, typed on a computer with an easy to read font, and submitted via pdf format. The more professional and readable the submission is the more attention it gets.
If you think of the number of submissions that are submitted, the time the reviewers have to assess them, and their skill levels (for BREE it can assumed to be good).
Also it helps to look at what they have recently spoken about in terms of energy and use their key words to emphasise the point. For example 'advanced manufacturing' 'new industries' etc.
I've done my fair share of government submissions. The professional looking ones that are nicely compiled always get the attention and in some cases a follow up for an in-person meeting. That last bit lends to the point "if you like more info or to further discuss the detail please get in touch by...." written in the last paragraph. Helps with keeping the submission concise.

QM - The submission form ( click to download) has a field after each of the seven issues. Clearly we are being invited to write and drop plain text responses. I guess that the most effective response would be a single paragraph of up to four sentences, starting with their keyword/s and completing with an assertion. And, as you say, quoting a relevant number in between.

And, as you say, quoting a relevant number in between. Correct. Make sure that if a number is used the source of that number is briefly attributed to it. For Example "The Departments Bureau of Resources and Energy Economics states..." or "The recent Australian Energy Technology Assessment report notes...".
