The PCM is supposed to ensure that there is enough generation for times of extreme demand. According to this report, this ‘ensurance’ is estimated to cost the Texas electricity customers $460M per annum. Other utility gris operators use a so-called capacity market, about which nobody can agree on a ‘fair’ design.
