Well HAARP is run by diesel generators so it does indeed cause global warming, but the energy it actually deposits into the ionosphere is pretty small (much less power density than what the sun provides) and the ionosphere is pretty far above the bulk of the atmosphere (starts near the top of the homosphere with most of the ionosphere very much above the turbopause (the densest part starts at ~ 200 km)) so there's pretty much no way for what happens up there to affect the lower atmosphere we live in.
As for why people will believe in crap, ask a psychologist (and I don't think even they truly know).
