Yes, there will be a substantial amount of forest lost under the reservoir, but hydropower replaces fossil fuel burners. Is it possible to make a deal with the people who'd be displaced? No freedom of speech in Brazil when one insults the president, it appears. My ability to read Brazilian Portuguese isn't good enough to follow the Sao Paulo paper article, but it seems that the president acted legally under Brazilian law.
